Alternative to Suspension Program
Alternative to Suspension provides a structured environment
for youth who have been suspended or who have severe school
attendance problems. Students spend their suspension at the
START program site in Davenport where they work on homework,
participate in life skills groups and perform community service.

CARE
Community • Advocacy • Resources • Education

Children with Severe Emotional Disorders (SEDs) deserve quality
services and support. CARE offers intense, collaborative
case management services to families with children who have
SEDs to keep the family intact and avoid placement outside
of the home. A CARE coordinator will connect families with
community resources, research the best options in the community
to meet their individual needs and assist them in navigating
the current care system.

Cedar Brief Intensive Services
(CBIS) Cedar County
CBIS serves boys and girls ages birth to 17 who may be
at risk of out-of-home placement due to disruptive behavior
in school, at home or in their community. CBIS caseworkers
connect families with community resources by researching
the best community options to meet their individual needs.

CHOICES
The CHOICES program is a comprehensive
program designed to reach and teach “at-risk” adolescents tools to
change behaviors and attitudes about teen sexuality. Lutheran
Services in Iowa received funding from the Adolescent Pregnancy
Prevention grant and receives referrals for the program from
JCOs, schools, churches, the Department of Human
Services and self referrals.

Drug Screening
Lutheran Services in Iowa facilitates drug screening for
persons involved with the child welfare system who may or
may not have a substance abuse problem. Referrals are made
by the Department of Human Services and are conducted at
random by the LSI drug screening team. LSI offers a variety
of drug testing methods including: urine analysis, oral swabs,
sweat patches and hair follicle testing.

Crisis Intervention
Crisis intervention is a preventative and intensive crisis
service dedicated to serving Black Hawk, Bremer, Butler, Franklin, Grundy, Floyd, Mitchell and Chickasaw Counties residents 0-18
and their families. The program helps maintain family unity
by offering an alternative to out-of-home placement for families
in crisis. Referral sources can be DHS, JCS or any community
organization or individual. Lutheran Services in Iowa is
able to provide crisis counseling to families within one
hour of referral and then provide follow-up counseling/crisis services until the family either stabilizes or is
linked to ongoing counseling or community support services.
Crisis intervention also utilizes family team meetings to
assist in identifying family strengths and needs.

Early Intervention
Early Intervention provides short-term, 45-day crisis intervention
and prevention services to Buchanan, Delaware and Fayette
County youth, ages 11 to 16, and their families. The program
is designed to strengthen families who may otherwise need
to enter the DHS system or JCS. Early Intervention utilizes
the family team meeting concept with goals that include keeping
the family intact, connecting them to community-based services
and maintaining the child(ren) in the home.

Family Advocacy
Program
This program provides supports to families with a child
or adolescent that is demonstrating persistent psychiatric and
behavioral concerns, in an attempt to avoid out-of-home placement.
The program also works to build a bridge between the child
welfare system, juvenile court system and the mental health
system by providing case coordination and support to the
child/adolescent and family.

for Families
Nurturing Opportunities for Families provides

PRISM
PRISM helps female offenders between ages fourteen and eighteen
from the Girls State Training School in Toledo transition
back into the Des Moines community. PRISM believes a successful
transition can be achieved through a healthy client relationship
by ensuring proper rehabilitation at the Girls State Training
School and continuing the relationship upon discharge until
maximum services are reached.

Summer Community Services
SCS is provided to Muscatine County
males and females ages 12 to 17 as an opportunity to complete
their community service
hours assigned through Juvenile Court. The program participants
work on a myriad of different tasks in and around the city
of Muscatine during the summer months not only as a consequence
for prior behavior, but they are also taught to take pride
in themselves and the work that they do, to interact positively
with all peers and authority figures, and how to connect
to and value their community.

Tracking and Monitoring Services
This program focuses on monitoring youth compliance with
probationary requirements and working one-on-one with youth
and his/her family to develop skills. Services may include
monitoring curfews, school attendance and community service
obligations, encouraging restitution and helping youth
empathize with victims.

Family Centered/In-Home
Family Team Meetings
Family team meetings is a solution-focused intervention
to provide an opportunity for the family to identify the
issues they are facing. Family team meetings focus on gathering
strengths of family members. These meetings also assist
professionals in understanding the unique family dynamics
and how those dynamics feed the current family circumstances.
Family team meetings encourage the participants to ask
questions, brainstorm and contemplate solutions, therefore
families become a part of the solution.

Children’s
Mental Health (CMH) Waiver
LSI provides services under the
children’s mental health
waiver. This waiver provides therapy, skills to assist in
community and family living, and respite care for children
who have a serious emotional disorder. These services allow
an eligible child to live at home with their families, rather
than living in a medical or residential facility.

Skill/Therapy
Therapy and counseling services
are provided to address social, emotional and behavioral
problems that negatively affect
the child and family’s stability. Skill development
helps enhance and develop social, family and living skills.
Improved skills help restore communication and increase a
child’s ability to function independently. Skill development
also enables parents to meet their child’s needs.

Remedial Services
Remedial services are voluntary, skill-based services for youth with behavioral or mental health issues. Provided in an in-home or office setting, remedial services teach children and their families skills to deal with issues such as anger management, coping, making good decisions, communication, problem-solving, conflict resolution and relationships. Remedial services are also available for adults.

Safety and Permanency Services
Family Safety, Risk and Permanency Services are a service contracted through the Iowa Department of Human Services to providers statewide, including LSI in the Waterloo and Dubuque service areas. Safety and Permanency services are designed to wrap around families to ensure safety of children in a home and provide stability and permanency within the family. This includes responding to crisis situations with in-home visitation and providing services that help keep families together.
