Community Programs
Alternative to Suspension Program
Alternative to Suspension (ATS) provides a structured environment for youth who have been suspended or who have severe school attendance problems. Students spend their suspension at the ATS program site in Davenport where they work on homework, participate in life skills groups and perform community service.

CARE
CARE stands for Community, Advocacy, Resources and Education. CARE can help keep families intact and avoid placements outside of the home. CARE gives intense, collaborative case management services to families with children who have severe emotional disorders. A CARE coordinator will connect the family with community resources, research the best options in the community to meet their individual needs and assist them in navigating the system.

Cedar Brief Intensive Services (CBIS) Cedar County
These Cedar County services help boys and girls age birth to 17 who may be at risk of out-of-home placement due to disruptive behavior in school, at home or in their community. A caseworker can connect a family with community resources by researching the best options to meet their specific needs.

Scott County Brief Intensive Services
This Scott County program helps children ages six to 17 who are at risk of entering the juvenile justice or child welfare system. Through family-centered services in the home, the program helps youth build skills and be successful in school, connects the family to community resources and helps the family develop an informal support network. This program can also help families who are exiting the juvenile justice or child welfare system and may still need support.

CHOICES
The CHOICE program helps reach and teach “at-risk” teens tools to change behaviors and attitudes about teen sexuality. LSI can receive referrals for this program from juvenile court officers, schools, churches, the Department of Human Services or families.

Drug Screening
LSI coordinates drug screening for individuals involved with the child welfare system who may or may not have a substance abuse problem. Referrals are made by the Department of Human Services and are conducted at random by the LSI drug screening team. LSI offers a variety of drug testing methods including urine analysis, oral swabs, sweat patches and hair follicle testing.

Crisis Intervention
LSI offers crisis intervention in Black Hawk, Bremer, Butler, Franklin, Grundy, Floyd, Mitchell and Chickasaw Counties to children age birth to 18 and their families.

Crisis intervention helps a family maintain unity and offers an alternative to out-of-home placement during a crisis. Referrals can be made by juvenile court services, the Department of Human Services or any community organization or individual.

LSI can provide crisis counseling to families within one hour of a referral and then provide follow-up counseling and crisis services until the family is stable or is linked to an ongoing counseling or community support resource. Crisis intervention also uses family team meetings to assist in identifying family strengths and needs.

Early Intervention
LSI’s early intervention program is offered in Buchanan, Delaware and Fayette County. This program provides short-term, 45-day crisis intervention and prevention services to youth ages 11 to 16 and their families.
The program helps strengthen families who might otherwise need to enter the child welfare system or the juvenile court system. Early Intervention uses family team meetings and has goals of keeping a family intact, connecting the family to community-based services and maintaining the children in the home.

Family Advocacy Program
This program gives supports to families with a child or teen who is showing persistent psychiatric and behavioral concerns with the hope of avoiding out-of-home placement. The program also works to build a bridge between the child welfare system, juvenile court system and the mental health system by providing case coordinator and support to the child or teen and family.

Youth Services
Youth Services use a strength-based, family-centered approach to teach skills and strategies that help youth to live up to their potential and achieve success in their home, school and community. LSI can provide individual or family-based skill building activities as well as group and team-building activities that promote positive peer relationships and focus on specific topics.

PRISM
PRISM helps teenage girls between ages 14 and 18 from the Girls State Training School in Toledo transition back into the Des Moines community. LSI helps achieve a successful transition for these young women through a healthy client relationship that ensures proper rehabilitation at the state training school and continuing that relationship upon discharge until maximum services are reached.

Summer Community Services
This program helps teens ages 12 to 17 in Muscatine County complete their community service hours assigned through juvenile court. These youth work on different tasks in and around Muscatine during the summer months as a consequence for prior behavior. During the summer they are also taught to take pride in themselves and their work, to interact positively with peers and authority figures and how to connect with and value their community.

Tracking and Monitoring Services
LSI can monitor youth compliance with probationary requirements and work one-on-one with youth and their families to develop skills. LSI can monitor curfews, school attendance and community service obligations, encourage restitution and help youth learn how to develop empathy for victims.

Family Centered/In-Home
Family Team Meetings
When families are struggling, family team meetings can offer a solution-focused intervention to help the family identify the issues they are facing. Family team meetings gather the strengths of family members and can also help professionals understand how the unique dynamics of the family are affecting current family circumstances. Family team meetings make families a part of the answer by encouraging questions, brainstorming and discussion about solutions.

Children’s Mental Health (CMH) Waiver
LSI can help families who have a child on the Children’s Mental Health Waiver. This waiver ensures families have access to therapy and skill-building to help with community and family living and respite care for children who have a serious emotional disorder. These services allow eligible children to live at home with their families, rather than living in a medical or residential facility.

Children’s Mental Health Waiver (CMH) Respite Weekend
LSI offers a weekend respite program at its Beloit Residential Treatment Center in Ames where children can stay from Friday evening to Sunday evening for a structured and fun respite weekend with trained LSI staff. This program is available only for children on the CMH waiver. Respite weekends are held on average three times a month for different age groups. Families may use their respite hours from the state or seek respite care on a private pay basis.

LSI’s respite philosophy is that respite is a break for both caregivers and the child. Respite weekends help children to make new friends and enjoy new experiences through safe, structured activities and field trips. Children stay in Triumph House, a ranch-style duplex on the Beloit campus. Children in the respite program stay on one side of the partitioned duplex and are cared for by trained LSI staff.

Therapy
LSI has advanced clinicians who do mental health assessments and can provide therapy and counseling services to address social, emotional and behavioral problems that affect the child and family’s stability.

If your child has Title XIX insurance, he or she is eligible for a free mental health assessment. This can be a voluntary service where you refer your child for an assessment. Based on the assessment, LSI can provide remedial services if needed, which are also free for children on Title XIX.

LSI does foster care and special needs adoption services as a partner of Iowa KidsNet, a statewide collaboration of agencies that recruits, trains, licenses and supports Iowa’s foster and adoptive parents.

Remedial Services
Remedial services are voluntary, skill-based services for youth with behavioral or mental health issues. Provided in an in-home or office setting, remedial services uses role-playing activities and a hands-on approach to teach children and their families skills to deal with issues such as anger management, coping, making good decisions, communication, problem-solving, conflict resolution and relationships. Some sites also offer remedial services for adults.

Parents should first call LSI about arranging a mental health assessment, which is free for children who have Title XIX insurance, to see if remedial services are necessary. Remedial services are also free for children with Title XIX insurance.

Family, safety, Risk and Permancncy Services
LSI is a select provider for the Iowa Department of Human Services (DHS) for Family, Safety, Risk and Permanency Services (FSRP). LSI holds FSRP contracts in the Dubuque and Waterloo service areas along with two other agencies also selected as providers for those regions.

Safety plan services ensure safety of children in a home. LSI and other contracting agencies throughout the state respond to crisis situations in a home with face-to-face contact within 24 hours of a phone call by DHS to a toll-free number. After the initial visit, families are visited every day for 15 days.

Permanency services provide stability and permanency within families. Agencies receive referrals from DHS and then contact the family within five calendar days and provide services to help keep the family together.

Referrals for FSRP are only provided through DHS.
